IX Seminar of the Red SNIP in the Dominican Republic

The IX International Meeting of the Network of National Public Investment Systems of Latin America and the Caribbean (SNIP Network) was held in Santo Domingo, Dominican Republic, on May 8 and 9, 2019. This event is held annually and brings together representatives of Public Investment Systems from Latin America and the Caribbean. The goal of these seminars is to share and discuss experiences and promote practices considering public investment as a key factor for the growth and development of the region.

Since 2018, the Global Initiative for Disaster Risk Management (GIDRM) is part of the Technical Secretariat of the SNIP Network jointly with the Interamerican Development Bank (IDB) and the Economic Commission for Latin America and the Caribbean (ECLAC). The GIDRM supports the SNIP Network on coherent disaster risk management and climate change adaptation consideration, as part of the efforts to encourage more sustainable and resilient public investments.

The event was inaugurated by Isidoro Santana, Minister of Economy, Planning and Development of the Dominican Republic (MEPyD); Luis Reyes, Vice-Minister of Budget of the Ministry of Finance of the Dominican Republic; Francisco Tula, President of the SNIP Network and Director of Public Investment of Costa Rica; Miguel Coronado, IDB Representative in the Dominican Republic and Katharina Schaaff, Regional Coordinator of the GIDRM, as well as Alejandra Nasser of the Economic Commission for Latin America and the Caribbean (ECLAC).

Mexico, pilot country of the GIDRM project, presented their progress since 2017. Criteria had been developed for the incorporation of the disaster risk variable in the pre-investment phase of public investment projects. This will help with evidencing the avoided costs of disasters in the cost-benefit analysis of a project.

How does GIDRM contribute to the Red SNIP Seminars?

We, the GIDRM Team based in Latin America, contribute to disseminate and enhance the impact of our work at the national level with other countries. We do this mostly through the development of methodologies, tools and experiences of inclusion of disaster risk management into public investment planning and documenting the initiatives and then sharing them as a coherent practice, useful for other countries.

What are the outcomes of such Red SNIP Seminars?

Strengthening the commitment to the SNIP Network to consider disaster risk management as a core topic in the region, relevant and necessary to be considered for reducing cost when a disaster strikes in a context of climate change, and to achieve sustainable development.

Could you offer any insight regarding an outlook for the Network?

Within the time-frame of the GIDRM project it is expected to participate in the next seminar, taking place in 2020. Also the GIDRM will offer workshops amongst countries regarding DRM and CCA into public investments.
